Lead lists used by volunteer callers are furnished by BAT
Task Force agencies. These are the names of potential victims
obtained in the course of fraud investigations. Because the warning
calls to these persons are intended to reverse the action of
the Boiler-room operators, this kind of activity is called a
Reverse Boiler-room Operation (RBO).
Persons whose names are found on Boiler-room lead lists used
by the TVCC come from every part of the country; thus, the TVCC
has a national-level function, serving potential victims around
the United States. For this reason, expenses incurred by AT&TWS
for telephones used at the TVCC is significant.
In countless instances, persons who have lost five- and six-figure
amounts have been counseled by TVCC callers. Victims have told
the TVCC fraud fighters that they had "learned their lessons"
and would not send more money to suspicious telemarketers because
of inherent risks. It is believed that fraud fighters have made
a dent in the $40 billion dollars of telemarketing fraud perpetrated
yearly in the United States.
To better focus on the TVCC's primary mission of warning identified
potential victims of telemarketing fraud, the TVCC handles only
outgoing telephone calls, and does not take incoming telephone
calls.
