Orange County Arrest by SAFE Team; Photo of Man Accused of Sexual Contact with Minors to be Released to Identify Possible Victims

A Rancho Santa Margarita man was arrested last Thursday on suspicion of his sexual involvement with a two minor females, announced Salvador Hernandez, Assistant Director in Charge of the FBI’s Los Angeles Field Office, which includes Orange County, and oversees the SAFE Team, a multi-jurisdictional task force focusing on crimes against children.

SAFE Team (Sexual Assault Felony Enforcement) investigators have found evidence indicating that, in at least two cases, Robin Lam 28, of Rancho Santa Margarita, victimized minor girls. The SAFE Team is urging any victims, or parents of minors who believe their children may have had unlawful contact with Lam, to come forward.

Lam was taken into custody on Thursday, August 20th, on suspicion of communication with a known minor for the purposes of having sex, and the attempted molestation of a child.

This investigation was initiated on Tuesday, August 18th, when the parent of the 15-year-old female contacted law enforcement to inform them that her daughter had been engaged in discussions about meeting and having sex with another individual, via e-mail and text messaging communication.

On Wednesday, August 19th, SAFE Team investigators assumed the identity of the alleged victim, and the following day, Lam attempted to meet with whom he believed was the 15-year-old for sex. Lam was immediately arrested and booked at the Orange County Sheriffs Department jail in Santa Ana, California. During a search of Lam's residence, investigators discovered an additional 17-year-old victim at his residence. The 17-year-old said she met Lam online and had remained at his residence when he left to meet the purported 15-year-old victim.

Investigators found evidence that Lam uses social networking sites to meet minors and uses aliases including “James Wing” and “JayMahaLA” on his personal Internet pages. Based on evidence and explicit sexual communication Lam is alleged to have engaged in with minors, SAFE Team investigators believe Lam may have additional minor victims, and are releasing his photograph in case possible victims recognize him. The SAFE Team in Orange County is made up of agents and officers with federal, state and local law enforcement agencies. In addition to FBI agents in Orange County, SAFE Team members include agents with the California Department of Justice, deputies with the Orange County Sheriff's Department, investigators with the Orange County District Attorney’s Office, agents with U.S. Immigration and Customs Enforcement, agents with the United States Postal Inspection Service, and prosecutors with the United States Attorney's Office and the Orange County District Attorney’s Office, as well as a host of part time law enforcement agencies including Huntington Beach PD, Anaheim PD, Costa Mesa PD, Irvine PD, Westminster PD, Fullerton PD, Tustin PD, Brea PD, and Seal Beach PD.

The SAFE Team is part of the Orange County Cyber Crime Task Force. The mission of the SAFE Team is to investigate and prosecute violations of federal and state laws relative to the sexual exploitation of minors, including but not limited to, sex crimes, child pornography and child abduction.
