FBI LOS ANGELES HOSTS QUARTERLY TRAINING FOR PHILIPPINE LAW ENFORCEMENT
The FBI is hosting the latest class of executive officers with the Philippine National Police (PNP) this week, in Los Angeles, California, announced Salvador Hernandez, Assistant Director in Charge of the FBI in Los Angeles. Los Angeles has hosted this training between three and four times each year over since 2004. The media are invited to the graduation ceremony which will be held July 11 th, at 10:00a.m. at the FBI office in Los Angeles, 11000 Wilshire Blvd. The media are also invited to attend a reception being hosted by the Philippine Consulate, Thursday at 6:00p.m. FBI Agents and PNP Officers will be available for interviews at both events.
The PNP is the primary law enforcement partner of the FBI in the Philippines and currently consists of approximately 130,000 members. The PNP provides a full range of police functions to a nation of about 85 million, who populate some 7,000 islands, covering a geographic area equivalent to the area between the northern tip of Maine to the southeast tip of Virginia. During this week’s training the attendees will have received instruction on a full range of issues facing law enforcement around the world regarding traditional violent crime, white collar crime or fraud, and counter-terrorism. Attendees will also be trained in disciplines including the protocols of evidence collection and other areas of special operation. In addition, the PNP visitors will spend time with police officers and management at the Los Angeles Police Department and Los Angeles County Sheriffs Department.
The Philippine Public Safety College, National Police College, conducts training for all professionally advancing PNP officers. The participants in the Public Safety Officer's Senior Executive Course (PSOSEC) are generally Police Superintendents, which is equivalent to a U.S. military Colonel or an FBI Assistant Special Agent in Charge. They are generally in command of municipal or provincial police offices and are considered to be individuals who will eventually be promoted to Police Director, which is the equivalent of a military General, and in command of a regional or similar headquarters function. They must successfully complete the PSOSEC, which includes a week of international training, in order to be competitive for promotion to Police Director.
A critical component of the PSOSEC is the week of study outside the Philippines. The College believes this international training is important toward PNP efforts to achieve world‑class status. Previously classes have traveled to Japan, Germany and Korea; however, currently, the FBI in Los Angeles provides training exclusively to the PNP.
