MAN CHARGED WITH MURDER BY LOS ANGELES DISTRICT ATTORNEY ARRESTED IN PHOENIX AFTER COLD CASE INVESTIGATION BY INGLEWOOD POLICE AND FBI

Agents and law enforcement officers with the FBI’s Fugitive Task Force arrested a man wanted for murder by the Inglewood Police Department and the FBI, announced Salvador Hernandez, Assistant Director in Charge of the FBI in Los Angeles, and Jacqueline Seabrooks, Chief of the Inglewood Police Department.

Andre Jackson, 46, formerly of Los Angeles, was found in Tempe, Arizona, after an investigation by the Fugitive Task Forces based in Los Angeles and Phoenix, Arizona. Jackson waived extradition and will be returned to California today, escorted by detectives with the Inglewood Police Department. Jackson will be arraigned on the murder charge in Division Four of the Los Angeles Superior Court in Torrance tomorrow morning, April 23rd.

On Thursday, April 7, 2008, Los Angeles County Deputy District Attorney John Lewin of the Major Crimes Division filed one charge of first-degree murder. This filing was a result of a cold-case homicide investigation that has been conducted by the Inglewood Police Department and FBI Los Angeles, with the assistance of the Major Crimes Division, Los Angeles County District Attorney’ Office. On April 8 th, detectives with Inglewood Police Department obtained a warrant for Jackson’s arrest.

Jackson is charged with the the murder of his wife, Marie Singleton-Jackson, who was killed sometime between Friday, November 11 th, 1994 - when she was last seen alive - and Wednesday, November 16, 1994, when her body was found in the trunk of her vehicle. Detectives with the Inglewood Police Department discovered the body during a search after her car was found abandoned on Vista Del Mar bordering Dockweiler Beach and the Los Angeles International Airport.

Detectives with the Inglewood Police Department conducted a homicide investigation beginning in 1994, and Jackson was identified as the prime suspect.

The murder of Singleton-Jackson, who was a communications specialist employed by the Central Intelligence Agency, was also investigated by the FBI in Los Angeles, based on concerns that her disappearance and murder may have been linked to her position and access within the intelligence community. FBI Los Angeles conducted an investigation, which paralleled Inglewood’s homicide investigation, and concluded that the victim’s murder was unrelated to her employment with the CIA.

Although the FBI closed its case at that time, it was re-opened as a cold case in 2003, in cooperation with the Inglewood Police Department and Major Crimes Division, Los Angeles County District Attorney’s Office. Results of testing at the FBI’s Laboratory, as well as diligent investigation by the aforementioned agencies, led to first-degree murder charges against Andre Jackson.

After securing a warrant for his arrest on April 8 th, Jackson could not be located in Los Angeles and investigators requested assistance from the FBI’s Fugitive Task Force in Los Angeles. Agents with the task force conducted a broader search for Jackson and identified his whereabouts in Arizona. With that information, agents and officers with the FBI’s Violent Crime Task Force in Arizona located Jackson in the city of Tempe, on April 14 th, and took him into custody.

Jackson was held in Arizona pending the extradition process, and returned to Los Angeles where he will be prosecuted for his wife’s murder.

This case is a result of the efforts by detectives with the Inglewood Police Department, the FBI and the Los Angeles County District Attorney’s Office’s Major Crimes Division. The FBI’s Fugitive Task Forces in Los Angeles and Violent Crime Task Force based in Phoenix successfully conducted the fugitive investigation leading to Jackson’s arrest.
