PUBLIC'S
HELP SOUGHT IN COLD CASE OF FUGITIVE WANTED FOR 1998 MURDER
OF GERMAN TOURIST IN SANTA MONICA

The
FBI and the Santa Monica Police Department are seeking the public's
help in locating a fugitive wanted for shooting a tourist who
was visiting the United States from Germany almost ten years
ago, announced J. Stephen Tidwell, Assistant Director in Charge
of the FBI in Los Angeles.
Paul
Edmond Carpenter is wanted in connection with murder of Horst
Fietze, a tourist who had been visiting the United States from
Germany with a group of friends in October 1998. According to
Santa Monica police, Carpenter, his girlfriend, and two friends
attempted to rob a group of German tourists Fietze had been
traveling with in Santa Monica on October 12, 1998. During the
robbery, Fietze was shot to death.
Carpenter's
girlfriend and two friends have been arrested and convicted
for the crime; however, an outstanding warrant remains for Carpenter's
arrest. On February 9, 1999, Carpenter was charged with murder
and attempted robbery by the Municipal Court of Santa Monica
Judicial District, County of Los Angeles. A federal arrest warrant
was issued on February 12, 1999, by the United States District
Court, Central District of California, after Carpenter was charged
with unlawful flight to avoid prosecution. After the murder,
investigators believe Carpenter traveled to San Diego and South
Carolina, possibly by bus, but may currently be living abroad.
